The Culture of Critique by Kevin MacDonald
was published in hardback in 1998,
then in paperback in 2002,
with an added 70 page “Preface to the First Paperback Edition.”

MacDonald,
because his research and writings contain themes and findings
which are reminiscent of a part of
the anti-Semitism which led to the Holocaust,
is quite controversial;

The Culture of Critique (hereafter, CofC)
was originally published in 1998 by Praeger Publishers,
an imprint of Greenwood Publishing Group, Inc.
The thesis of the book is a difficult one indeed,
not only because it is difficult to establish,
but also because it challenges many fundamental assumptions about
our contemporary intellectual and political existence.

CofC describes how Jewish intellectuals initiated and advanced
a number of important intellectual and political movements
during the 20th century.
I argue that these movements are
attempts to alter Western societies
in a manner that would
neutralize or end anti-Semitism and
enhance the prospects for Jewish group continuity
either in an overt or in a semi-cryptic manner.
Several of these Jewish movements
(e.g., the shift in immigration policy favoring non-European peoples)
have attempted to weaken the power of their perceived competitors —
the European peoples who early in the 20th century
had assumed a dominant position
not only in their traditional homelands in Europe,
but also in the United States, Canada, and Australia.
At a theoretical level,
these movements are viewed as
the outcome of conflicts of interest between Jews and non-Jews
in the construction of culture and
in various public policy issues.
Ultimately, these movements are viewed as the expression of a
group evolutionary strategy
by Jews
in their competition for social, political and cultural dominance with non-Jews.

Conclusion


[9.1]
The Culture of Critique is really
an attempt to understand the twentieth century as a Jewish century
a century in which Jews and Jewish organizations
were deeply involved in all the pivotal events.

[Note that that is not an observation only an accused “anti-Semite” would make.
Two years after MacDonald published those words,
the Jewish academic Yuri Slezkine published a much-lauded book
with exactly that title: The Jewish Century.]


From the Jewish viewpoint it has been a period of great progress,
though punctuated by one of its darkest tragedies.
In the late nineteenth century
the great bulk of the Jewish population lived in Eastern Europe,
with many Jews mired in poverty
and all surrounded by hostile populations and unsympathetic governments.
A century later,
Israel is firmly established in the Middle East,
and Jews have become
the wealthiest and most powerful group in the United States
and have achieved elite status in other Western countries.
The critical Jewish role in radical leftism has been sanitized,
while Jewish victimization by the Nazis has achieved
the status of a moral touchstone
and is a prime weapon in the push for
large-scale non-European immigration,
multiculturalism
and advancing other Jewish causes.
Opponents have been relegated to
the fringe of intellectual and political discourse
and there are powerful movements afoot that would silence them entirely.

The profound idealization, the missionary zeal, and the moral fervor
that surround the veneration of figures like Celan, Kafka, Adorno, and Freud
characterize all of the Jewish intellectual movements discussed in CofC
(see Ch. 6 for a summary).
That these figures are now avidly embraced by
the vast majority of non-Jewish intellectuals as well
shows that
the Western intellectual world has become Judaized—
that Jewish attitudes and interests, Jewish likes and dislikes,
now constitute the culture of the West, internalized by Jews and non-Jews alike.
The Judaization of the West is nowhere more obvious than in
the veneration of the Holocaust
as the central moral icon of the entire civilization.
These developments constitute a profound transformation
from the tradition of critical and scientific individualism
that had formed the Western tradition since the Enlightenment.
More importantly,
because of the deep-seated Jewish hostility toward traditional Western culture,
the Judaization of the West means that
the peoples who created the culture and traditions of the West
have been made to feel deeply ashamed of their own history—
surely the prelude to their demise as a culture and as a people.

The present Judaized cultural imperium in the West
is maintained by
a pervasive thought control propagated by the mass media
and extending to
self-censorship by academics, politicians, and others
well aware of the dire personal and professional consequences
of crossing the boundaries of acceptable thought and speech
about Jews and Jewish issues.
It is maintained by
zealously promulgated, self-serving, and essentially false theories of
the nature and history of Judaism and
the nature and causes of anti-Semitism.

None of this should be surprising.
Jewish populations
have always had enormous effects on the societies where they reside
because of two qualities
that are central to Judaism as a group evolutionary strategy:
High intelligence
(including the usefulness of intelligence in attaining wealth) and
the ability to cooperate in highly organized, cohesive groups
(MacDonald 1994).
This has led repeatedly to Jews becoming an elite and powerful group
in societies where they reside in sufficient numbers—
as much in the 20th-century United States and the Soviet Union
as in 15th-century Spain or Alexandria in the ancient world.
History often repeats itself after all.
Indeed, recent data indicate that
Jewish per capita income in the United States is almost double that of non-Jews,
a bigger difference than the black-white income gap.
Although Jews make up less than 3 percent of the population,
they constitute more than a quarter of the people on
the Forbes magazine list of the richest four hundred Americans.
A remarkable 87 percent of college-age Jews
are currently enrolled in institutions of higher education,
as compared with 40 percent for the population as a whole
(Thernstrom & Thernstrom 1997).
Jews are indeed an elite group in American society (see also Chapter 8).

My perception is that
the Jewish community in the U.S. is moving aggressively ahead,
ignoring the huge disruptions Jewish organizations have caused in the West
(now mainly via successful advocacy of massive non-European immigration)
and in the Islamic world
(via the treatment of Palestinians by Israel).
Whatever the justification for such beliefs,
U.S. support for Israel is by all accounts
an emotionally compelling issue in the Arab world.
A true test of Jewish power in the United States will be
whether support for Israel is maintained even in the face of
the enormous costs that have already been paid by the U.S.
in terms of loss of life, economic disruption,
hatred and distrust throughout the Muslim world,
and loss of civil liberties at home.
As of this writing,
while Jewish organizations are bracing for a backlash against Jews in the U.S. and while there is considerable concern among Jews about
the Bush Administration’s pressure on Israel
to make concessions to the Palestinians
in order to placate the Muslim world
(e.g., Rosenblatt 2001),
all signs point to
no basic changes in the political culture of the United States vis-à-vis Israel
as a result of the events of 9-11-01.

[At least up through early 2009, he’s certainly right about that.]

Jewish Involvement
in the Psychoanalytic Movement

I have noted that there was often an overlap
between psychoanalysis and radical political beliefs among Jews.
This is not at all surprising.
Both phenomena are essentially Jewish responses to
the Enlightenment [cf. Haskalah] and
its denigrating effect on
religious ideology as the basis for developing
an intellectually legitimate sense of group or individual identity.
Both movements are compatible with
a strong personal sense of Jewish identity
and with
some form of group continuity of Judaism;
indeed Yerushalmi (1991, 81ff) argues persuasively that
Freud saw himself as a leader of the Jewish people and that
his “science” provided a secular interpretation
of fundamental Jewish religious themes.

The similarities between these movements are far deeper, however.
Both psychoanalysis and radical political ideology
present critiques in which
the traditional institutions
and socio-religious categorizations
of gentile society
are negatively evaluated.

Both movements, and especially psychoanalysis,
present their intellectual critiques in
the language of science and rationality,
the lingua franca of post-Enlightenment intellectual discourse.
However,
both movements have a pronounced political atmosphere
despite the scientific veneer.
Such a result is perhaps scarcely surprising
in the case of Marxist political ideology,
although even Marxism
has often been touted by its proponents as “scientific” socialism.
Psychoanalysis has from the beginning
been burdened in its quest for scientific respectability
by the clear overtones of its being
a sectarian political movement masquerading as science.

Both psychoanalysis and radical political ideology
often resulted in a sense of
a personal messianic mission to gentile society
promising a utopian world
free of class struggle, ethnic conflict, and debilitating neuroses.
Both movements characteristically developed
conceptions of Jewish group identity
as leading gentiles
to a utopian society of the future,
the familiar “light of the nations” concept
represented here in completely secular and “scientific” terms.
The social categorizations advocated by these movements
completely obliterated the social categorization of Jew-gentile, and
both movements developed ideologies in which anti-Semitism
was fundamentally the result of
factors entirely extraneous to
Jewish identity, Jewish group continuity,
and Jewish-gentile resource competition.
In the promised utopian societies of the future,
the category of Jew-gentile would be of no theoretical importance, but
Jews could continue to identify as Jews and
there could be continuation of Jewish group identity

while at the same time
a principle source of gentile identity
religion and its concomitant supports for high-investment parenting—
would be conceptualized as an infantile aberration.
The universalist ideologies of Marxism and psychoanalysis
thus were highly compatible with the continuation of Jewish particularism.



[4.5.10]
Besides these functions,
the cultural influence of psychoanalysis may actually have benefited Judaism
by increasing Jewish-gentile differences in resource competition ability,
although there is no reason to suppose that
this was consciously intended by the leaders of the movement.

Given the very large mean differences between Jews and gentiles
in intelligence and tendencies toward high-investment parenting,
there is every reason to suppose that Jews and gentiles
have very different interests in the construction of culture.
Jews suffer to a lesser extent than gentiles
from the erosion of cultural supports for high-investment parenting,
and Jews benefit by the decline in religious belief among gentiles.
As Norman Podhoretz (1995, 30) notes,
it is in fact the case that
Jewish intellectuals,
Jewish organizations like the American Jewish Congress, and
Jewish-dominated organizations such as the American Civil Liberties Union
[see note at end of paragraph]
have
  • ridiculed Christian religious beliefs,

  • attempted to undermine the public strength of Christianity, and

  • led the fight for unrestricted pornography.
The evidence of this chapter indicates that
psychoanalysis as a Jewish-dominated intellectual movement
is a central component of
this war on gentile cultural supports for high-investment parenting.

Endnote for paragraph 4.5.10:

The continuing role of psychoanalysis in the movement toward sexual liberation
can be seen in a recent debate over teenage sexuality.
An article in the Los Angeles Times (1994-02-15, A1, A16) noted
the opposition of the American Civil Liberties Union and Planned Parenthood
to a school program that advocated teenage celibacy.

Sheldon Zablow, a psychiatrist and spokesperson for this perspective, stated
“Repeated studies show that if you try to repress sexual feelings,
they may come out later in far more dangerous ways—sexual abuse, rape”
(p. A16).
This psychoanalytic fantasy was compounded by
Zablow’s claim that
sexual abstinence has never worked in all of human history—
a claim that indicates his unawareness of
historical data on sexual behavior in the West
(including Jewish sexual behavior),
at least from the Middle Ages until the twentieth century
(e.g., Ladurie 1986).
I am not aware of any stratified traditional human society
(and certainly not Muslim societies)
that has taken the view that it is impossible and undesirable
to prevent teenage sexual activity, especially by girls.
As Goldberg (1996, 46) notes,
“within the world of liberal organizations like the ACLU,...
Jewish influence is so profound that
non-Jews sometimes blur the distinction
between them and the formal Jewish community.”




[4.5.11]
It is interesting in this regard that Freud held the view that
Judaism as a religion was no longer necessary because
it had already performed its function of creating
the intellectually, spiritually, and morally superior Jewish character:
“Having forged the character of the Jews,
Judaism as a religion had performed its vital task
and could now be dispensed with”
(Yerushalmi 1991, 52).
The data summarized in this chapter indicate that
Freud viewed Jewish ethical, spiritual, and intellectual superiority
as genetically determined and that
gentiles were genetically prone to being slaves of their senses
and prone to brutality.
The superior Jewish character was genetically determined
via Lamarckian inheritance acting for generations
as a result of the unique Jewish experience.
The data reviewed in PTSDA (Chapter 7) indicate that
there is indeed very good evidence for the view that
there is a genetic basis for Jewish-gentile differences
in IQ and high-investment parenting
brought about ultimately by Jewish religious practices over historical time
(but via eugenic practices, not via Lamarckian inheritance).




[4.5.12]
Given that the differences between Jews and gentiles are genetically mediated,
Jews would not be as dependent
on the preservation of cultural supports for high-investment parenting
as would be the case among gentiles.
Freud’s war on gentile culture through
facilitation of the pursuit of sexual gratification,
low-investment parenting, and
elimination of social controls on sexual behavior
may therefore be expected to affect Jews and gentiles differently,
with the result that the competitive difference between Jews and gentiles,
already significant on the basis of the material reviewed in PTSDA
(Chapters 5, 7),
would be exacerbated.
There is evidence, for example, that
more intelligent, affluent, and educated adolescents
mature sexually at a relatively slow rate (Belsky et al. 1991; Rushton 1995).
Such adolescents are more likely to abstain from sexual intercourse,
so that sexual freedom and the legitimization of non-marital sex
are less likely to result in early marriage, single-parenting,
and other types of low-investment parenting in this group.
Greater intelligence is also associated with
later age of marriage, lower levels of illegitimacy,
and lower levels of divorce (Herrnstein & Murray 1994).
Hyman (1989) notes that Jewish families in contemporary America have a
lower divorce rate (see also Cohen 1986; Waxman 1989),
later age of first marriage, and
greater investment in education
than non-Jewish families.
Recent findings indicate that
the age of first sexual intercourse for Jewish adolescents is higher
and the rate of unwed teenage pregnancy lower
than for any other ethnic or religious group in the United States.
Moreover, since Jews are disproportionately economically affluent,
the negative effects of divorce and single-parenting on children
are undoubtedly much attenuated among Jews because
the economic stresses typically accompanying divorce and single-parenting
are much lessened
(McLanahan & Booth 1989; Wallerstein & Kelly 1980).



[4.5.13]
These data indicate that Jews have been relatively insulated from
the trends toward low-investment parenting
characteristic of American society generally
since the counter-cultural revolution of the 1960s.
This finding is compatible with data reviewed by Herrnstein & Murray (1994)
indicating overwhelming evidence that
the negative effects of the shifts that have taken place
in Western practices related to sex and marriage in the last 30 years
have been disproportionately felt
at the bottom of the IQ and socioeconomic class distributions
and have therefore included relatively few Jews.
For example, only
2 percent of the white women
in Herrnstein and Murray’s top category of cognitive ability
(IQ minimum of 125) and
4 percent of the white women in the second category of cognitive ability
(IQ between 110 and 125)
gave birth to illegitimate children, compared to
23 percent in the 4th class of cognitive ability (IQ between 75 and 90) and
42 percent in the fifth class of cognitive ability (IQ less than 75).
Even controlling for poverty fails to remove the influence of IQ:
High-IQ women living in poverty
are seven times less likely to give birth to an illegitimate child
than are low-IQ women living in poverty.
Moreover, in the period from 1960 to 1991,
illegitimacy among blacks rose from 24 percent to 68 percent,
while illegitimacy among whites rose from 2 percent to 18 percent.
Since the mean Jewish IQ in the United States is approximately 117
and verbal IQ even higher (see PTSDA, Chapter 7),
this finding is compatible with supposing that
only a very small percentage of Jewish women
are giving birth to illegitimate babies,
and those who do
are undoubtedly much more likely to be wealthy, intelligent, and nurturing
than the typical single mother from the lower cognitive classes.



[4.5.14]
The sexual revolution has thus had little effect on parental investment
among people in the highest categories of cognitive ability.
These results are highly compatible with
the findings of Dunne et al. (1997) that
the heritability of age of first sexual intercourse
has increased since the 1960s.
In their younger cohort (born between 1952 and 1965)
genetic factors accounted for 49 percent of the variance among females
and 72 percent of the variance among males,
and there were no shared environmental influences.
In the older cohort (born between 1922 and 1952)
genetic influences accounted for 32 percent of the variance for females
and none of the variance among males,
and there was a significant shared environmental component for both sexes.
These data indicate that
the erosion of traditional Western controls on sexuality
have had far more effect on
those who are genetically inclined toward precocious sexuality
and, in conjunction with the data presented above,
indicate gentiles have been far more affected by these changes than have Jews.



[4.5.15]
Although other factors are undoubtedly involved, it is remarkable that
the increasing trend toward low-investment parenting in the United States
largely coincides with
the triumph of the psychoanalytic and radical critiques of American culture
represented by the political and cultural success
of the counter-cultural movement of the 1960s.
Since 1970 the rate of single-parenting has increased
from one in ten families to one in three families (Norton & Miller 1992),
and there have been dramatic increases in teenage sexual activity
and teenage childbearing without marriage (Furstenberg 1991).
There is excellent evidence for an association among
teenage single-parenting, poverty, lack of education,
and poor developmental outcomes for children
(e.g., Dornbusch & Gray 1988; Furstenberg & Brooks-Gunn 1989;
McLanahan & Booth 1989; J. Q. Wilson 1993b).



[4.5.16]
Indeed, all the negative trends related to the family
show very large increases that developed in the mid-1960s
(Herrnstein & Murray 1994, 168ff [Chapter 8];
see also Bennett 1994; Kaus 1995; Magnet 1993),
including increases in trends toward
lower levels of marriage,
“cataclysmic” increase in divorce rates (p.172) and rates of illegitimacy.
In the case of divorce and illegitimacy rates,
the data indicate a major shift upward during the 1960s
from previously existing trend lines,
with the upward trend lines established during that period
continuing into the present.
The 1960s was thus a watershed period in American cultural history,
a view that is compatible with
Rothman and Lichter’s (1996, xviiiff) interpretation of
the shift during the 1960s in the direction of
“expressive individualism” among cultural elites
and
the decline of external controls on behavior
that had been the cornerstone of the formerly dominant Protestant culture.
They note that the influence of the New Left in producing these changes,
and I have emphasized here the close connections
between psychoanalysis and the New Left.
Both movements were led and dominated by Jews.



[4.5.17]
The sexual revolution is “the most obvious culprit”
underlying the decline in the importance of marriage
(Herrnstein & Murray 1994, 544)
and its concomitant increase in low-investment parenting:
What is striking about the 1960s “sexual revolution,”
as it has properly been called,
is how revolutionary it was, in sensibility as well as reality.
In 1965,
69 percent of American women and 65 percent of men under the age of thirty
said that
premarital sex was always or almost always wrong;
by 1972, these figures had plummeted to 24 percent and 21 percent…
In 1990, only 6 percent of British men and women under the age of thirty-four believed that it was always or almost always wrong.
(Himmelfarb 1995, 236)



[4.5.18]
Although there is little reason to suppose that
the battle for sexual freedom so central to psychoanalysis
had the intention of benefiting
the average resource competition ability of Jews vis-à-vis gentiles,
the psychoanalytic intellectual war on gentile culture
may indeed have resulted in an increased competitive advantage for Jews
beyond merely lessening the theoretical importance of the Jew-gentile distinction and providing a “scientific” rationale for pathologizing anti-Semitism.
It is also a war that has resulted in a society increasingly split between
a disproportionately Jewish “cognitive elite” and
a growing mass of individuals who are
intellectually incompetent,
irresponsible as parents,
prone to requiring public assistance, and
prone to criminal behavior, psychiatric disorders, and substance abuse.



[4.5.19]
Although psychoanalysis is in decline now, especially in the United States,
the historical record suggests that
other ideological structures will attempt to accomplish
some of the same goals psychoanalysis attempted to achieve.
As it has done throughout its history,
Judaism continues to show extraordinary ideological flexibility
in achieving the goal of
legitimizing the continuation of Jewish group identity and genetic separatism.
As indicated in Chapter 2, many Jewish social scientists continue
to fashion a social science that serves the interests of Judaism and
to develop powerful critiques of theories perceived as antithetical to those interests.
The incipient demise of psychoanalysis as a weapon in these battles
will be of little long-term importance in this effort.

Chapter 6
The Jewish Criticism of Gentile Culture:
A Reprise

[6.1]
The material in the previous four chapters [2–5] indicates that
individuals who strongly identified as Jews
have been the main motivating force behind
several highly influential intellectual movements
that have simultaneously
subjected gentile culture to radical criticism
and
allowed for the continuity of Jewish identification.

Together these movements
comprise the intellectual and political left in this century,
and they are the direct intellectual ancestors
of current leftist intellectual and political movements,
particularly postmodernism and multiculturalism.

[6.2]
Collectively,
these movements have called into question
the fundamental
moral, political, and economic foundations of Western society.

A critical feature of these movements is that
they have been, at least in the United States,
top-down movements in the sense that
they were originated and dominated by
members of a highly intelligent and highly educated group.
These movements have been advocated
with great intellectual passion and moral fervor and
with a very high level of theoretical sophistication.
Each movement promised
its own often overlapping and complementary version of utopia:
  • a society composed of people
    with the same biological potential for accomplishment and
    able to be easily molded by culture into ideal citizens
    as imagined by a morally and intellectually superior elite;

  • a classless society in which
    there would be no conflicts of interest and
    people would altruistically work for the good of the group;

  • a society in which
    people would be free of neuroses and aggression toward outgroups
    and in tune with their biological urges;

  • a multicultural paradise in which
    different racial and ethnic groups
    would live in harmony and cooperation—
    a utopian dream that also occupies center stage
    in the discussion of Jewish involvement
    in shaping U.S. immigration policy in Chapter 7.
Each of these utopias
is profoundly problematic from an evolutionary perspective,
a theme that will be returned to in Chapter 8 [para. 8.7 et seq.].

[6.3]
The originators of these movements
were all vitally concerned with anti-Semitism,
and all of the utopias envisioned by these intellectual and political movements
would end anti-Semitism
while allowing for Jewish group continuity.
A generation of Jewish radicals (Chapter 3)
looked to the Soviet Union as an idyllic place
where Jews could rise to positions of preeminence
and where anti-Semitism was officially outlawed
while Jewish national life flourished.
The psychoanalytic movement (Chapter 4) and the Frankfurt School (Chapter 5)
looked forward to the day when
gentiles would be inoculated against anti-Semitism
by a clinical priesthood that could heal
the personal inadequacies and
the frustrations at loss of status
that gentiles murderously projected onto the Jews.
And the Boasians (Chapter 2) and the Frankfurt School and their descendants
would prevent the development of
anti-Semitic ideologies of majoritarian ethnocentrism.

[6.4]
A palpable sense of intellectual and moral superiority
of those participating in these movements
is another characteristic feature.
This sense of intellectual superiority
and hostility to gentiles and their culture
was a recurrent theme of the leftist movements discussed in Chapter 3.
I have also documented
a profound sense of intellectual superiority
and estrangement from gentile culture
that characterized not only Freud
but also the entire psychoanalytic movement.
The sense of superiority on the part of
a “self-constituted cultural vanguard”
(Christopher Lasch, The True and Only Heaven: Progress and Its Critics,
pp. 453–455)
of Jewish intellectuals
toward lower-middle-class mores and attitudes was a theme of Chapter 5.

[6.5]
Regarding moral superiority,
the central pose of post-Enlightenment Jewish intellectuals
is a sense that
Judaism represents a moral beacon to the rest of humanity (SAID, Ch. 7).
These movements thus constitute concrete examples of
the ancient and recurrent Jewish self-conceptualization as
a light of the nations,”
reviewed extensively in SAID (Ch. 7).
Moral indictments of their opponents
are a prominent theme in the writings of political radicals
and those opposing biological perspectives on
individual and group differences in IQ.
A sense of moral superiority
was also prevalent in the psychoanalytic movement,
and we have seen that the Frankfurt School
developed a moral perspective in which
the existence of Judaism was viewed as an a priori moral absolute
and in which
social science was to be judged by moral criteria.

[6.6]
As noted in Chapter 1,
current psychological theory and data
are highly compatible with supposing that
viewpoints advocated by minorities
are able to influence attitudes held by the majority,
especially when possessing a high degree of internal consistency
and especially when they are disseminated from
the most prestigious academic and media institutions in the society.
Although the influence on gentile societies
of Jewish involvement in these intellectual and political movements
cannot be assessed with any degree of certainty,
the material presented here suggests that
Jewish involvement was a critical factor in
the triumph of the intellectual left in late-twentieth-century Western societies.



[6.7]
Several features of these intellectual movements
can be viewed as serving Jewish interests.
The greatest danger for a minority group strategy is
the development of a highly cohesive, sectarian majority group
that views the minority group as a negatively evaluated outgroup.
In combating this potential threat, one type of strategy has been
to actively promote universalist ideologies within the larger society
in which the Jewish-gentile social categorization is of minimal importance.
Judaism as a cohesive, ethnically based group strategy continues to exist,
but in a cryptic or semi-cryptic state.
The exemplar of this strategy is leftist political ideology;
however psychoanalysis and even forms of Judaism
that minimize phenotypic differentiation between Jews and gentiles,
such as Reform Judaism (see SAID, Ch. 6),
adopt a similar strategy.

Jewish interests are also served by
facilitating radical individualism (social atomization) among gentiles
while retaining a powerful sense of group cohesion among Jews

the agenda of the Frankfurt School.
Gentile group identifications are regarded as an indication of psychopathology.
An important component of this strategy is
the deconstruction of majoritarian intellectual movements
that are incompatible with the continuation of Judaism.
These majoritarian intellectual movements may range from
radical assimilationism
(e.g., the forced conversions to Christianity)
to
exclusivist majority group strategies based on majority group ethnocentrism
(e.g., National Socialism).

Jewish interests are also served by
the Frankfurt School ideology that gentile concerns about
losing social status and
being eclipsed economically, socially, and demographically by other groups
are an indication of psychopathology.
As an exceptionally upwardly mobile group,
this ideology serves Jewish interests by
defusing gentile concerns about their downward mobility,
and we shall see in Chapter 7 that
Jewish organizations and Jewish intellectuals
have been at the forefront of
the movement to eclipse the demographic and cultural dominance
of European-derived peoples in Western societies.

Several themes common to these Jewish intellectual movements
bear mentioning.
An important thread apparent in the discussions of
psychoanalysis, Boasian anthropology,
the Frankfurt School, and radical intellectual and political circles
has been that
Jewish intellectuals have formed highly cohesive groups
whose influence derives to great extent from
the solidarity and cohesiveness of the group.
The influence of minority ideologies is augmented to the extent that
there is a high degree of consensus and internal intellectual consistency
among those adopting the minority position (see Ch. 1).
Intellectual activity is like any other human endeavor:
Cohesive groups outcompete individualist strategies.
Indeed, the fundamental truth of this axiom has been central to
the success of Judaism throughout its history (PTSDA, Ch. 5).

Scientific and intellectual respectability was thus
a critical feature of the movements reviewed here.
Nevertheless,
these intellectual movements have been fundamentally irrational
an irrationality that is most apparent in
the entire conduct of psychoanalysis
as an authoritarian, quasi-scientific enterprise
and in
the explicit depiction of science as an instrument of social domination
by the Frankfurt School.
It is also apparent in
the structure of psychoanalysis and radical political ideology,
which are, like traditional Jewish religious ideology,
essentially hermeneutic theories in the sense that
the theory is derived in an a priori manner
and is constructed so that
any event is interpretable within the theory.

The paradigm is shifted from a scientific perspective
that emphasizes the selective retention of theoretical variants
(Campbell 1987; Hull 1988; Popper 1963)
to a hermeneutic exercise in which
any and all events can be interpreted within the context of the theory.
In the case of Critical Theory, and to a considerable extent, psychoanalysis,
the actual content of the theory continually changed
and there was divergence among its practitioners,
but the goal of the theory as a tool of leftist social criticism
remained intact.

Despite the fundamental irrationality of these movements,
they have often
masqueraded as
the essence of scientific or philosophical objectivity.

They have all sought the aura of science.

Harvard sociologist Nathan Glazer
included himself and the other New York Intellectuals in his statement that
“Sociology is still for many socialists and sociologists
the pursuit of politics through academic means

(in Jumonville 1991, 89).
Jumonville (1991, 90) comments that
“Part of the impact of the New York group on American intellectual life
is that they dignified that outlook of political pursuit.
They were never embarrassed to admit
the political content of their work,
and in fact brought into the intellectual mainstream the idea that
all strong work had ideological and political overtones.”

At a deeper level, I suppose,
a fundamental aspect of Jewish intellectual history
has been the realization [sic; opinion] that

there is really no demonstrable difference between
truth and consensus.

Within traditional Jewish religious discourse,
“truth” was the prerogative of a privileged interpretive elite
that in traditional societies consisted of
the scholarly class within the Jewish community.
Within this community,
“truth” and “reality” were nothing more
(and were undoubtedly perceived as nothing more)
than consensus within
a sufficiently large portion of the interpretive community.

As we have seen in SAID (Ch. 7),

Jewish religious ideology
was an infinitely plastic set of propositions
that could rationalize and interpret any event
in a manner compatible with
serving the interests of the community.

Authority within the Jewish intellectual community
was always understood to be based entirely on
what recognized (i.e., consensual) scholars had said.
It never occurred to the members of this discourse community
to seek confirmation of their views
from outside the community of intellectual discourse itself,
either from other (gentile) discourse communities
or by trying to understand the nature of reality itself. [!!]
Reality was whatever the group decided it should be,
and any dissent from this socially constructed reality
would have to be performed within a narrow intellectual space
that would not endanger the overall goals of the group.

Acceptance of the Jewish canon,
like membership in the intellectual movements reviewed here,
was essentially
an act of authoritarian submission.
The basic genius of the Jewish intellectual activity reviewed in these chapters
is the realization that
hermeneutic communities based solely on
intellectual consensus within a committed group

are possible
even within the post-Enlightenment world of intellectual discourse
and
may even be successfully disseminated within the wider gentile community
to facilitate specific Jewish political interests.


[It is worth at least pondering the relevance of that statement to
the well-known examples of so-called “group-think” within our “intellectual” “elite”
  • that led to the belief that the U.S. had to invade Iraq and that

  • so thoroughly neglected
    the risk that was accumulating in the U.S. financial system prior to 2008
    (cf. “The Last Temptation of Risk” by Barry Eichengreen).

The difference from the pre-Enlightenment world, of course, is that
these intellectual discourses were forced to develop
a facade of science
in order to appeal to gentiles.
Or, in the case of the skeptical thrust of
Derrida’s philosophy of deconstruction and the Frankfurt School
(but not involvement in activities such as The Authoritarian Personality),
it was necessary to defend the viability of philosophical skepticism.
The scientific veneer and philosophical respectability sought by these movements
then functioned to portray these intellectual movements as the result of
individualistic free choice based on rational appraisals of the evidence.
This in turn necessitated that

great efforts were required
to mask Jewish involvement and domination of the movements,
as well as the extent to which
the movements sought to attain
specific Jewish political interests.

Some people have been wondering
exactly why the U.S. media/political “elite”
seems so obsessed with fighting, rather than compromising with,
significant elements of the Islamic world.
Various explanations for this have been given by elements of “the elite”:
“They hate us for our values”
“They’re nihilists out to destroy anything that is good,
simply because they love destruction.”
“We have to fight them over there,
otherwise we would be fighting them over here.”
and so on;
more examples can be found
on the editorial pages and in the editorial cartoons of most of the MSM,
e.g., the Washington Post.

Sometimes people on the left mumble about the “military-industrial complex”,
always a convenient scapegoat,
even if it is far less politically powerful than they think.
Than, of course,
there are elements within the Jewish right who have been egging on this war,
sometimes calling it “World War IV”,
with motives that one may easily surmise essentially amount to
a version of “Let’s you and him fight”,
with the goal of easing the pressure on Israel from the Muslim world.

But on the other hand:
There are parts of the Islamic world
which are unabashedly politically incorrect—
sexist, homophobic, and surely anti-Zionist, to one extent or another.
At the very least, they oppose Israel’s post-1967 expansion into the West Bank.
Some of them, to be sure, oppose Israel’s very existence.

Is this not a key part of why the U.S. fights with,
rather than compromises with,
various parts of the Islamic world?

Recall Condoleezza Rice’s expressed desire to transform the Middle East,
and her statements that it was much in need of transformation (e.g.).
No one seemed to question her on
just why she thought it needed transformation.
(My personal opinion is that
if anything in the Middle East need to be transformed,
it is that Israel needs to abandon its occupation of the West Bank,
but I am aware that is hardly a popular view to the American elite.)

Mr. Gates was on the second day of a two-day visit to the country.

American officials have given qualified support to a proposed Afghan initiative
to provide jobs, security and social benefits to Taliban followers who defect.
Mr. Gates has said there could be a surge of such followers
willing to be integrated into Afghan society,
but he has voiced skepticism about whether the Taliban leadership
is ready to work peacefully with the Afghan government.

what do the Taliban want to make out of Afghanistan?”

Mr. Gates told the journalists.
“When they tried before, we saw what they wanted to make,
and it was a desert, culturally and in every other way.”


[Gates, in this off-the-cuff remark, is making explicit
what I think is the general view of much of the politically-correct “elite”:
that they oppose the Taliban for its effect on Afghanistan,
which they view as uncivilized, repressive and “medieval.”
Thus it is America, rather than Muslims, who are making this into
precisely the “clash of civilizations” described by Samuel Huntington.
It is we who hate them for their values,
not they who hate us for our values.

They hate us for what we do in their world,
not what we do in our homeland.]

I know why Teddy Kennedy and his ilk want a bill

It is a ready source of new Democratic voters.
Unskilled immigrants depend more on government services than they pay in,
making them a natural Democrat constituency.
On the other side of the equation,
Republicans are beholden to the big-business, country club lobby.
Their need for cheap labor
trumps the need for strong enforcement and border control.

Middle-class Americans will be bowed and broken
under this burden being piled on their shoulders.

[Congressman Rohrabacher, probably deliberately, omits the religious factor.
I am sure that there are many people of great religious faith
who sincerely advocate immigration on what they view as moral grounds.
They believe that a goal of the United States should be
to give as many people in the world as possible
the opportunity to improve their lives.
I agree, that is an admirable goal.

But it omits two practical factors:
  1. Does the United States have the means to admit
    all those who desire this opportunity?
    The answer is: surely not.
  2. What is the cost in cultural terms
    of changing radically the ethnic composition of this country?
    While the left-wing
    (whom I regard as having become thoroughly radicalized over the last half-century)
    will claim that to be concerned about such issues is “racist,”
    I think that prudent concern for the national future,
    for the future of our nation and of our offspring,
    requires that we concern ourselves with this issue.

What You Don't Know About the Immigration Bill,

The Senate passed legislation last week that Sen. Edward Kennedy (D-Mass.)
hailed as "the most far-reaching immigration reform in our history."
You might think that the first question anyone would ask is
how much it would actually increase or decrease legal immigration.
But no.
After the Senate approved the bill by 62 to 36,
you could not find the answer in the news columns of
The Post, the New York Times or the Wall Street Journal.
[The same bastions (or is it bastards?) of the elite who
a) talked us into the Iraq War,
b) religiously support the principles of feminism, and
c) religiously support the separation of church and state.
In short, they can be counted on to follow the lines of
AIPAC, ADL, and NOW
as well as La Raza.]

Yet the estimates do exist and are fairly startling.
By rough projections,
the Senate bill would double the legal immigration
that would occur during the next two decades

from about 20 million (under present law) to about 40 million.

One job of journalism is
to inform the public about what our political leaders are doing.
In this case, we failed.
The Senate bill's sponsors didn't publicize its full impact on legal immigration,
and we didn't fill the void.
It's safe to say that few Americans know what the bill would do
because no one has told them.
Indeed, I suspect that many senators who voted for the legislation
don't have a clue as to the potential overall increase in immigration.

[But then,
dissembling about the true consequences of immigration measures
is nothing new.]


Democracy doesn't work well without good information.
Here is a classic case.
It is interesting to contrast these immigration projections
with a recent survey done by the Pew Research Center.
The poll asked whether the present level of legal immigration should be changed.
The response:
40 percent favored a decrease,
37 percent would hold it steady and
17 percent wanted an increase.
There seems to be scant support for a doubling.
If the large immigration projections had been in the news,
would the Senate have done what it did?

Possibly, though I doubt it.

But if it had,
senators would have had to defend what they were doing
as sound public policy.
That's the real point.
They would have had to debate whether such high levels of immigration
are good or bad for the country
rather than
adopting a measure whose largest consequences
are unintended or not understood.
What arguments would they have used?

On May 15 Republican Sen. Jeff Sessions of Alabama
held a news conference with Heritage's Rector
to announce their immigration projections
and the estimated impact on the federal budget.
Most national media didn't report the news conference.
The next day the CBO released its budget and immigration estimates.
These, too, were largely unreported....

Whether or not the bias is "liberal,"
groupthink is a powerful force in journalism.
Immigration is considered noble.
People who critically examine its value or worry about its social effects
are subtly considered small-minded, stupid or bigoted.

Three hundred million is also a discomfiting reminder of a nation that,

is running noticeably low on elbow room.
More humanity is stirring up
more traffic,
more sprawl,
more rules against growth,
more protests against anti-growth rules, and
more of the greenhouse gas emissions that cause global warming.
A surging population in the arid Southwest is also straining the supply of water.
The growth is adding to a country
that represents 4 percent of the world's population
but consumes 25 percent of the planet's oil.

"We are not the wide-open spaces anymore,"
said Martha Farnsworth Riche, who headed the Census Bureau in the mid-1990s
and is now a research demographer at Cornell University.
"Our choices are constrained."

In Los Angeles, the nation's most densely populated metropolitan region
and its most heavily Latino area,
300 million will be yet another confirmation that congestion is out of control,
Myers predicted.

"I don't think people view population growth as a plus anymore,"
he said, noting that Angelenos are punished by it "every single day"
when they go out in freeway traffic.

Poverty rates for children have exceeded poverty rates for the elderly
for more than 40 years,
according to Linda A. Jacobsen,
director of domestic programs at the Population Reference Bureau,
a nonpartisan research group.

Hispanic and black children
are between three and four times as likely to live in poverty as whites,
so their growing numbers may not translate into growing national wealth.
In addition, the divide between aging baby boomers in retirement
and the younger workers who are supporting them with payroll taxes
will have a racial, as well as a generational, dimension.

"Unless we can reduce age, racial and ethnic disparities in poverty,"
Jacobsen warns,
"children from minority groups may be less able and less willing,
as they grow up,
to support the predominantly white elderly population."

Increases in crime and poverty and strains on public services are just a few of the social problems associated with the influx of illegal aliens over the last two decades. These are sometimes said to be analogous to the troubles of slum-filled American cities during the late-nineteenth- and early-twentieth-century immigration waves, problems which eventually vanished as immigrant families became established, assimilated and wealthy. But there are very good reasons to think that that pattern is not repeating itself today. Look no further than the comprehensive essay “Hispanic Family Values?” by Manhattan Institute scholar Heather MacDonald in the current issue of the City Journal to understand why.

People who think that conservative social values tend to predominate in this largely Hispanic population -- and therefore should augur for better communities in the long run -- might be surprised to learn that nearly half the children born to Hispanic mothers in the United States today are born out of wedlock, a rate three times that of whites and Asians and one and a half times that of blacks, in a context of a Hispanic birthrate twice as high as the national average. These factors are destined to sustain a Hispanic underclass for decades unless they begin to change dramatically. That's because out-of-wedlock births are strong predictors of social and behavioral problems, criminal activity, future unemployment and drug abuse, among others.

“[T]he Hispanic baby boom is certain to produce more juvenile delinquents, more school failure, more welfare use, and more teen pregnancy in the future,” Miss MacDonald concludes.The “social-services complex,” as she terms it, will compound the problem because it considers these new arrivals clients and reasons for budgetary and programmatic expansion. So, too, will geography. The United States has never before withstood sustained mass migration from a neighboring country where assimilation is just one of many options -- and one which much of the American elite has lost interest in promoting. That means fewer incentives to learn English and develop meaningful connections to non-Hispanic communities where many opportunities for employment and advancement are found.

In short, the influx of illegals in recent years appears to be creating not just a new and temporary economic underclass, but also a social underclass whose unmarried birth rates and rapid population growth are likely to create long-term social turmoil. These are just more reminders, were any needed, that the country needs to act against illegal immigration and endeavor for better control over the borders.

A 45-year-old federal civil rights law requires hospitals and doctors who accept federal funds to offer language services. Some federal funding for interpretation services is available through Medicaid and the Children’s Health Insurance Program, state-run programs that serve the poor and children, respectively. But to obtain the money, states have to pitch in some of their own. The District and Virginia have done so; Maryland has not.

California alone has put the funding burden on private insurers for patients who have that coverage. Some other states are considering similar legislation, but the issue is not a political priority in the Washington area, advocates say, even though about 20 percent of residents in the region are foreign-born, according to the Urban Institute, a nonpartisan think tank. Some 110 languages are spoken here, an analysis of 2000 Census data by the U.S. English Foundation found, making the Washington area the sixth most linguistically diverse urban area in the United States.

Though many immigrants speak enough English to get by in their workplace, that may not be sufficient in the doctor’s office, where medical jargon and emotional reactions can cloud their ability to communicate.

Catching Up to Mexico
Illegal immigration is depleting California’s human capital
and ravaging its economy

California’s financial unraveling has prompted a long-overdue debate about taxes, regulation, and government spending, but the state’s media and government continue to ignore what could be an even greater problem: the irreparable damage to California’s human capital that nearly 30 years of unrestrained illegal immigration has achieved.

This is not an immigration problem, or even an illegal-immigration problem, per se. A strong case could be made that, in terms of educational achievement, industriousness, and entrepreneurial acumen, Asian immigrants to California have proven superior to white natives of the state. Therefore, if California were to experience a wave of mass immigration from Asia, its long-term economic prospects would be improved. Today’s Hispanic immigrants would probably have the same effect if they came from the top 10 to 20 percent of their society — according to those same measures of human capital — rather than from its bottom rungs. But the influx has instead been composed mainly of the poorly educated, the unskilled, and the illiterate. Such immigrants will likely soon dominate the state’s overall population and politics.

In 2005, the California K–12 school system was 48.5 percent Hispanic, compared with 30.9 percent white. By now it is above 50 percent Hispanic. Two-thirds of kindergarten students were Hispanic, most of them unable to speak English.

For a closer glimpse of what’s in store for California, look at the Los Angeles Unified School District, the largest in California and the second largest in the country. Of its roughly 700,000 students, almost three-quarters are Hispanic, 8.9 percent are white, and 11.2 percent are black. More than half of the Latino students (about 300,000) are “English learners” and, depending on whether you believe the district or independent scholars, anywhere between a third and a half drop out of high school, following significant attrition in middle school. A recent study by UC Santa Barbara’s California Dropout Research Project estimates that high-school dropouts in 2007 alone will cost the state $24.2 billion in future economic losses.

Even those who graduate aren’t necessarily headed to success. According to one study, 69 percent of Latino high-school graduates “do not meet college requirements or satisfy prerequisites for most jobs that pay a living wage.” It is difficult to see how the majority-Hispanic labor force of the future can provide the skills that the sophisticated Los Angeles economy demands. Already studies show that as many as 700,000 Los Angeles Latinos and some 65 percent of the city’s illegal immigrants work in L.A.’s huge underground economy.

The unhappy picture in Los Angeles is replicated to one degree or another across much of California and is taking a huge toll on the state’s economic competitiveness and long-term prospects. California’s educational system, once easily the best in the country, is today mired in mediocrity — near the bottom among the 50 states as judged by National Assessment of Educational Progress (NAEP) tests in math, science, reading, and writing. And for the first time in its history, California is experiencing an increase in adult illiteracy. In 2003, it had the highest adult illiteracy in the United States, 23 percent — nearly 50 percent higher than a decade earlier. In some counties (Imperial at 41 percent, Los Angeles at 33 percent) illiteracy approaches sub-Saharan levels.

Perhaps even more important than the collapse of educational achievement among the lower strata is a deterioration of the higher education that was for decades the basis of California’s preeminence in science and technology. California currently ranks 40th among the 50 states in college-attendance rates, and it already faces a significant shortage of college graduates. Studies have shown that the economy will need 40 percent of its workers to be college-educated by 2020, compared with today’s 32 percent. Given the aging white population (average age, 42), many of these new graduates will have to come from the burgeoning Latino immigrant population (average age, 26). By one estimate, this would require tripling of the number of college-educated immigrants, an impossibility if current trends hold. The state’s inability to improve the educational attainment of its residents will result in a “substantial decline in per capita income” and “place California last among the 50 states” by 2020, according to a study by the National Center for Higher Education Management Systems.

The mediocre education system, along with the unfriendly business climate and confiscatory tax regime, is driving educated, middle-class Californians out of the state. Between 2000 and 2005, more people with college degrees left California than came in, according to research by the Hewlett Foundation. Since then this trend has accelerated, and the state lost 2.2 million members of its young, educated, tax-paying middle class between 2004 and 2007. IRS data show that of recent migrants from the Golden State to places like Texas and Oklahoma, who average 29 years of age, 58 percent have received at least some college education and 53 percent own their homes.

In short, we are witnessing a highly advanced and prosperous state, long endowed with superior human capital, turning into the exact opposite in just one generation. What can be done to stop this race to the bottom? The answer is simple: California and Washington need to enforce existing immigration law. Unfortunately, it is difficult to convince the public that this is necessary, so deeply entrenched are myths about illegal immigration.

One myth is that because America is a country of immigrants and has successfully absorbed waves of immigration in the past, it can absorb this wave. But the argument neglects two key differences between past waves and the current influx. First, the immigrant population is more than double today what it was following the most massive previous immigration wave (that of the late 19th century). Second, and much more important, as scholars from the Manhattan Institute have shown, earlier immigrants were much more likely to bring with them useful skills. Some Hispanic immigrants certainly do integrate, but most do not. Research has shown that even after 20 years in the country, most illegal aliens (the overwhelming majority of whom are Hispanic) and their children remain poor, unskilled, and culturally isolated — they constitute a new permanent underclass.

Perhaps the most disingenuous myth about illegal immigrants is that they do not impose any cost on society. The reality is that even those who work — and half do not, according to the Pew Hispanic Center — cannot subsist on the wages they receive and depend on public assistance to a large degree. Research on Los Angeles immigrants by Harvard University scholar George J. Borjas shows that 40.1 percent of immigrant families with non-citizen heads of household receive welfare, compared with 12.7 percent of households with native-born heads. Illegal immigrants also increase public expenditures on health care, education, and prisons. In California today, illegal immigrants’ cost to the taxpayer is estimated to be $13 billion — half the state’s budget deficit.

The state should stop providing welfare and other social services to illegal aliens — as existing statutes demand — and severely punish employers who break the law by hiring illegal immigrants. This would immediately remove powerful economic incentives for illegal immigration, and millions of illegal aliens would return to their countries. Instead, with President Obama in the White House and the Democrats controlling Congress, an amnesty for the country’s 13 million illegal immigrants may be soon to come.

Milton Friedman once said that unrestrained immigration and the welfare state do not mix. Must we wait until California catches up with Mexico to realize how right he was?

Has anyone actually read the law?
Contrary to the talk,
it is a reasonable, limited, carefully-crafted measure
designed to help law enforcement deal with a serious problem in Arizona.
Its authors anticipated criticism and
went to great lengths to make sure it is constitutional
and will hold up in court.
It is the criticism of the law that is over the top, not the law itself.

The law requires police to check with federal authorities
on a person’s immigration status,
if officers have stopped that person for some legitimate reason
and come to suspect that he or she might be in the U.S. illegally.
The heart of the law is this provision:

“For any lawful contact made by
a law enforcement official or a law enforcement agency…
where reasonable suspicion exists that
the person is an alien who is unlawfully present in the United States,
a reasonable attempt shall be made, when practicable,
to determine the immigration status of the person…”

What fewer people have noticed is the phrase “lawful contact,”
which defines what must be going on
before police even think about checking immigration status.
“That means the officer
is already engaged in some detention of an individual
because he’s violated some other law,”
says Kris Kobach, a University of Missouri Kansas City Law School professor
who helped draft the measure.
“The most likely context where this law would come into play
is a traffic stop.”

As far as “reasonable suspicion” is concerned,
there is a great deal of case law dealing with the idea,
but in immigration matters, it means a combination of circumstances
that, taken together, cause the officer to suspect lawbreaking.
It’s not race -- Arizona’s new law specifically says
race and ethnicity cannot be the sole factors
in determining a reasonable suspicion.

The law clearly says that
if someone produces a valid Arizona driver’s license,
or other state-issued identification,
they are presumed to be here legally.
There’s no reasonable suspicion.

Is having to produce a driver’s license too burdensome?
These days, natural-born U.S. citizens, and everybody else, too,
are required to show a driver’s license
to get on an airplane, to check into a hotel,
even to purchase some over-the-counter allergy medicines.
If it’s a burden, it’s a burden on everyone.

“If you’ll indulge me, we think we have another crisis on the border,”
Sen. John McCain, R-Ariz.,
told Homeland Security Secretary Janet Napolitano at a hearing this week.

When she tried to explain other DHS improvements along the border,
McCain cut her off.

“People’s homes are being violated,

the senator fumed.

Napolitano, a former Arizona governor,
responded that the request involves the White House
as well as the Pentagon and the Homeland Security Department,
and is still in the interagency process.
While she said she would like the decision to be made as soon as possible,
she added she could not say when she would have an answer.

“We don’t have a resolution on that yet,”
Air Force Gen. Gene Renuart said in an interview with The Associated Press.
Renuart, who headed the U.S. Northern Command
until his retirement Wednesday after 39 years of service,
added that
while money is a point of contention,
the greater disagreement centers on
what missions the National Guard would perform.


He said the discussion between the Defense and Homeland Security departments continues,
and some of the requests “have evolved a bit in this interim period.”
He did not provide details.

First floated last June,
the idea was to use 1,500 Guard troops temporarily
to supplement border patrol agents.
The Pentagon and Homeland Security drafted a $225 million plan,
but disagreed over who would pay for it and how the troops would be utilized.

Pentagon officials,
worried about perceptions that the U.S. was militarizing the border,
argued that the Guard could only be used for particular duties.
Military leaders said
they did not want Guard troops to screen vehicles at border points
or perform any law enforcement duties,
and said the program should be temporary
and not tied to any existing program that could get extended.

Defense officials have said that
possible missions for the Guard soldiers could include
surveillance along the border, intelligence analysis,
helicopter transportation support
and aviation surveillance,
which likely would involve unmanned aircraft.

WASHINGTON —

President Obama last week sought to turn attention from health care to immigration —
in other words, from one racially divisive issue to another.

Whites tend to hold negative views of Obamacare,
while blacks tend to like it.
Specifically,
55 percent of whites, an NBC News/Wall Street Journal poll found this year,
consider Mr. Obama’s health care law a bad idea,
while 59 percent of blacks call it a good idea.
On immigration,
51 percent of whites oppose legal status for illegal residents, but
63 percent of blacks and 76 percent of Hispanics favor it.

The statistics mirror the core philosophical division
in Washington’s fierce battles over taxes, spending and debt.
Whites say government does too much,
while blacks and Hispanics say it should do more to meet people’s needs.

Those attitudes, and the continued growth of the nonwhite population,
have produced this sometimes-overlooked result:
American politics has grown increasingly polarized by race,
as well as by party and ideology.

That reality promises to command more attention as the day draws closer
when whites will no longer make up a majority of the population,
which the Census Bureau projects will be in 2043.

McAllen, Tex. — They were already running late for a doctor’s appointment, but first the Salas family hurried into their kitchen for another breakfast paid for by the federal government. The 4-year-old grabbed a bag of cheddar-flavored potato chips and a granola bar. The 9-year-old filled a bowl with sugary cereal and then gulped down chocolate milk. Their mother, Blanca, arrived at the refrigerator and reached into the drawer where she stored the insulin needed to treat her diabetes. She filled a needle with fluid and injected it into her stomach with a practiced jab.

“Let’s go,” she told the children, rushing them out of the kitchen and into the car. “We can stop for snacks on our way home.”

The family checkup had been scheduled at the insistence of a school nurse, who wanted the Salas family to address two concerns: They were suffering from both a shortage of nutritious food and a diet of excess — paradoxical problems that have become increasingly interconnected in the United States, and especially in South Texas.

For almost a decade, Blanca had supported her five children by stretching $430 in monthly food stamp benefits ...

New deportation cases

have been declining steadily since 2009
and judges have increasingly ruled against deportations,
leading to a 43 percent drop
in the number of deportations through the courts in the last five years,
according to Justice Department statistics released on Wednesday.

The figures show that
the administration opened 26 percent fewer deportation cases in the courts last year than in 2009.
In 2013, immigration judges ordered deportations in 105,064 cases nationwide.

The statistics present a different picture of President Obama’s enforcement policies
than the one painted by many immigrant advocates,
who have assailed the president as the “deporter in chief”
and accused him of rushing to reach a record of two million deportations.
While Mr. Obama has deported more foreigners than any other president,
the pace of deportations has recently declined.

The Big Money Behind the Push for an Immigration Overhaul

When President Obama announces major changes to the nation’s immigration enforcement system as early as next week, his decision will partly be a result of a yearslong campaign of pressure by immigrant rights groups, which have grown from a cluster of lobbying organizations into a national force.

A vital part of that expansion has involved money: major donations from some of the nation’s wealthiest liberal foundations, including the Ford Foundation, the Carnegie Corporation of New York, the Open Society Foundations of the financier George Soros, and the Atlantic Philanthropies. Over the past decade those donors have invested more than $300 million in immigrant organizations, including many fighting for a pathway to citizenship for immigrants here illegally.

The philanthropies helped the groups rebound after setbacks and financed the infrastructure of a network in constant motion, with marches, rallies, vigils, fasts, bus tours and voter drives. The donors maintained their support as the immigration issue became fiercely partisan on Capitol Hill and the activists intensified their protests, engaging in civil disobedience and brash confrontations with lawmakers and the police.

The donors’ strategy arose in 2007, as immigrant groups nursed wounds from a rout after a bill pushed by President George W. Bush failed in Congress.

“For all our vaunted work, we were basically a fractious coalition that just got our butts kicked,” said Frank Sharry, a longtime advocate who is now executive director of America’s Voice, a core organization in the coalition.

Atlantic and several other philanthropies funded a series of soul-searching retreats. Days and nights of arguments produced a plan that came to be known as the four pillars. The groups agreed to redouble their local community organizing; to expand their work into mobilizing voters; to create policy research to underpin their pro-immigrant message; and to “turbocharge” their communications with the news media, as Mr. Sharry put it, a task that fell to him.

“The good news was that the funders really got the idea of building up a movement that could press for change at all levels,” Mr. Sharry said. “We were really talking about a movement that could win the grand prize: legislation that puts 11 million people on a path to citizenship.”

The philanthropies focused on a dozen regional immigrant rights organizations that make up the backbone of the movement. They also supported Latino service organizations like NCLR, also known as the National Council of La Raza, and legal groups like the Mexican American Legal Defense and Educational Fund, or Maldef, and the National Immigration Law Center.

“The credit for our movement goes to immigrant leaders who had the courage to step out of the shadows,” said Deepak Bhargava, executive director of the Center for Community Change, another core organization. “But the growth and speed of the movement was significantly aided by a small number of visionary philanthropies.”

The Ford Foundation already had a decades-long track record of funding nonprofit organizations aiding immigrants. In 2003 Ford and Carnegie joined with several other donors to create an unusual collaborative fund to augment support for local groups. Since then, Carnegie has given about $100 million for immigration initiatives, all in conventional charitable donations, including millions to help legal immigrants become American citizens.

The Open Society Foundations of Mr. Soros, an immigrant born in Hungary, have invested about $76 million in the past decade under the rubric of immigrant rights, according to Archana Sahgal, a program officer.

The Atlantic Philanthropies were founded by Charles Feeney, an Irish-American billionaire who built his fortune with a chain of duty-free shops. Atlantic has given nearly $69 million in 72 immigration grants in the last decade. About half of those grants were made in donations that allow lobbying.

Most of the philanthropies’ funds have been tax-exempt charitable donations that cannot be used primarily to influence legislation. In 2013, when the Senate passed a comprehensive immigration bill and the House was weighing its options, several foundations also made multimillion-dollar “social welfare” grants that can be used for lobbying.

“Our grantees are generally working in the direction of our long-term goal of protecting the rights and dignity of immigrants and our belief that immigrants should have a voice,” said Mayra Peters-Quintero, a senior program officer at the Ford Foundation, which has donated about $80 million to immigrant groups over the past 10 years, all in charitable funds.

“The compass that drives our work is not the political cycle of the moment,” she said.

After setting their course in 2008, the advocacy groups expanded rapidly, amplifying their street actions with news conferences, Twitter feeds and texting lists.

A rally on the National Mall in March 2010 drew tens of thousands of protesters from around the country. But internecine bickering weakened the push for the Dream Act, a bill with a path to citizenship for immigrants who came when they were children. It failed in the Senate in late 2010.

One organization, the National Immigration Forum, branched out beyond the main donors and shifted its focus to recruiting conservatives, including evangelical Christians and leaders from business and law enforcement.

Young immigrants who call themselves Dreamers agitated for faster change. With little more than pocket money, students staged protests starting in 2009 that eventually prodded Mr. Obama three years later to take his first major executive action on immigration, a program that has given reprieves from deportation to more than 580,000 Dreamers.

“We did it with nothing, and we won,” said Cristina Jiménez, managing director of United We Dream, one group that led that crusade. “It was a powerful feeling.”

In 2013, Ford gave $2.3 million to United We Dream for a national effort to help young immigrants sign up for the reprieves.

During the debate in Congress last year, the policy advocacy wing of Open Society gave $6.2 million to several groups in donations allowing lobbying.

“We have enormous faith in the groups with which we have had longstanding relationships, and we wanted to give them resources to pursue the best possible legislative fix for the problems in our immigration system,” said Caroline Chambers, deputy director of the Open Society Policy Center.

The advocates backed the bipartisan bill that passed the Senate last year. But the Republican majority in the House rejected it. In August, the House approved a bill to cancel the Dreamer reprieve program, an early warning to Mr. Obama that Republicans were ready to challenge any new unilateral action.

Foundation leaders said they have not had misgivings, even as Republican resistance to their beneficiaries’ agenda has intensified. “Name me something in the American political debate that isn’t partisan right now,” said Stephen McConnell, director of United States programs for the Atlantic Philanthropies. “It’s just the nature of the beast.”

Some opponents accuse the foundations of blatant partisanship.

“The whole apparatus has become the handmaiden of the Democratic Party,” said Dan Stein, president of the Federation for American Immigration Reform, or FAIR, which opposes legalization for unauthorized immigrants. “These foundations fund activist organizations designed to create ethnic identity enclaves and politically control them for partisan purposes.”

Mr. Stein’s group is funded by followers’ donations and by some large contributions from conservative donors.

Foundation leaders said they were vigilant to ensure their donations did not violate tax laws prohibiting them from funding partisan campaigns.

“We want to protect the interests of immigrants,” said Mr. McConnell of Atlantic. Echoing other foundation officers, he said, “Atlantic does not in any way support candidates or get involved in partisan politics.”

This year, as the prospects for legislation faded, foundation funding waned by at least 50 percent, activists said, leaving them scrounging. Atlantic, a mainstay, is winding down its operation, following Mr. Feeney’s instructions to give away his assets during his lifetime. Atlantic will make its last donations in 2016.

Immigrant and Latino groups carried on limited voter mobilization efforts for the midterm elections. They no longer have funds for showy rallies. They are frustrated that legislation with a path to citizenship seems out of reach.

But now that the White House has confirmed that Mr. Obama plans measures that could shield as many as five million immigrants from deportation, the advocates are mobilized and pushing him to act as broadly as his powers allow.

Last week, two days after the president held a news conference in the wake of the midterm elections, vowing to take executive action on immigration, Gustavo Torres, the executive director of CASA de Maryland and a coalition leader, was protesting once again in front of the White House.

“We expect the president to be big and bold,” he said. “This is his opportunity to make sure we are going to remember him as the president who made a difference for Latino and immigrant communities.”

The number of black immigrants in the United States has more than quadrupled since 1980, a new study has found, and that group is expected to make up an increasing share of the nation’s black population in the decades ahead.

The study, released Thursday by the Pew Research Center, found that 3.8 million black immigrants lived in the United States in 2013, and their share of the black population in the country “is projected to rise from 9 percent today to 16 percent by 2060,” said Mark Hugo Lopez, the director of Hispanic research at Pew and an author of the study along with Monica Anderson.

That differs from the Hispanic population, Mr. Lopez said, because the share of Hispanics in America who are immigrants is declining.

Part of the reasons for the growth has been a number of federal laws over the years that have eased restrictions on immigrants, particularly for nations that had been underrepresented.

Half of the United States’ black immigrants are from Caribbean nations like Jamaica and Haiti, and 9 percent are from South and Central American countries. But the primary driver of the growth from 2000 to 2013 was the 137 percent increase in African immigrants, who now number 1.4 million.

About 30 percent of the sub-Saharan immigrants who arrived during that period came as refugees or were seeking asylum, fleeing the violence and fighting in that region of the continent.

Changing immigration laws without understanding how and why people move to the United States doesn't work.

It’s hard not to shake your head at one distinctively American aspect of immigration policymaking — how it tends to disregard social and economic dynamics that drive migratory flows and patterns. America’s immigration policy seems to be set in some aspirational abstract, focused on the type of country we want to be, but detached from real-world considerations.

Such was the case in 1965 when Congress enacted landmark reforms to our immigration law. While the immigration act had the noble goals of eliminating racism and prejudice from the U.S. immigration system; it was enacted without a clear understanding of how and why people migrate to the U.S. from particular countries, or how the anticipated congressional action might affect those patterns.

And so, one unintended consequence of the well-intentioned 1965 immigration reform was an unprecedented rise in illegal migration. This is turn set in motion a cycle of border enforcement that produced more, rather than fewer, undocumented migrants living north of the border — not to mention the toxic politics around the issue.

The goal of the legislation was to right wrongs —
including the bans on Asian and African immigration imposed in the late 19th and early 20th centuries,
and the restrictive quotas enacted in the 1920s to curtail the entry of southern and eastern Europeans. So Congress created a new unbiased system that would allocate visas equally across countries with an annual limit of 20,000 visas per country.

[Why is it wrong to forbid certain people to migrate to the United States?
Is there a "right to migrate"?
If there is, in your mind,
is there any limit on how many people take advantage of that right?
Suppose the entire population of Africa migrated to North America,
as rapidly as they could find transportation for the trip.
Why not, since as soon as they get here the liberal media is jumping all over itself
to declare them victims, of "endemic white racism",
with the only two things keeping them from having an equality of outcomes are
"white racism" and inadequate education for minorities.
As for me, I value the culture and achievements white people have made,
and hate to see that culture being displaced by the alternatives,
and those achievements being eroded and lost over a period of time.

Just for comparison,
I don't see many people complaining about Israel's limits on who may migrate to it.]

Key takeaways on U.S. immigration: Past, present and future

It has been a half-century since the enactment of the 1965 Immigration and Nationality Act, which dramatically changed patterns of immigration to the U.S. by replacing long-standing national origin quotas that favored Northern and Western Europe with a new system allocating more visas to people from other countries around the world. A new Pew Research Center study explores how much the face of immigration has changed – and changed the country – and how much more it will do so by 2065.

Here are some of the key findings:

  1. Nearly 59 million immigrants have arrived in the U.S. since 1965, and accounting for deaths or those who have left, 43 million of them live here now. When their children and grandchildren are included, these immigrants added 72 million people to the nation’s population, accounting for 55% of population growth from 1965 to 2015. Immigrants and their descendants are projected to account for 88% of the population increase over the next 50 years.
  2. A near-record 13.9% of the U.S. population today is foreign born, with 45 million immigrants residing here. This compares with 5% in 1965, when the immigration law was changed. The current share of the population that is foreign born is only slightly below the record 14.8% that was seen during the waves of European-dominated immigration in the late 1800s and early 1900s. This foreign-born share is projected to rise to 17.7% in 2065 as immigration continues to drive U.S. population growth.
  3. Since 1965, immigrants and their descendants have changed the country’s racial and ethnic makeup. In 1965, the population was 84% white, 11% black, 4% Hispanic and 1% Asian. The black share of the population has stayed steady since then, but Hispanics are now 18% of the population and Asians are 6%, while the white share of the population has fallen to 62%.

    Without any post-1965 immigration, the nation’s racial and ethnic composition would be very different today: 75% white, 14% black, 8% Hispanic and 1% Asian. By 2055, the U.S. as a whole is projected to have no racial or ethnic majority.
  4. Americans have mixed views on the impact immigrants have had on American society. Some 45% of adults say immigrants in the U.S. are making American society better in the long run, while 37% say they are making it worse.

    The U.S. public’s views vary when asked about some key aspects of American life. The most negative view of the impact of immigrants is on the economy and crime, where half of Americans say they are making things worse. It’s a different story when it comes to immigrants’ impact on food, music and the arts: About half say they’re making things better.
  5. There has been a shift since 1970 in the parts of the world sending the most immigrants to the U.S. – from Europe to Mexico to Asia. In 1970, the largest group of immigrants who had arrived within the previous five years were from Europe, continuing the trend of previous immigration waves. By 2000, almost half of newly arrived immigrants were from Central and South America (including 34% from Mexico alone). As immigration from Mexico slowed significantly in the 2000s, Asians came to make up the largest group of new immigrants beginning around 2011, and projections indicate that will still be the case in 2065.
  6. Today’s immigrants are more dispersed across the U.S. than they were in 1970. After the passage of the 1965 law, newly arrived immigrants increasingly settled in California, New York, Texas and Florida. By 1980 over half of those who arrived within the previous five years had settled there and, by 1990, nearly two-thirds had. But starting in the 1990s, new arrivals began to settle in less-traditional immigrant states, and by 2013, half of new arrivals chose to live in areas other than these big four magnet states.
  7. Today’s immigrants are better educated than those of 50 years ago. Compared with their counterparts of 50 years ago, a larger share of recent immigrants in 2013 had a high school diploma, a college degree or an advanced degree, and a smaller share had less than a ninth-grade education. Compared with U.S.-born adults, recent arrivals are less likely to have finished high school, but they are more likely to have completed college or to hold an advanced degree.
