Why, really, is this necessary?

Arlington County’s FY 2025 budget sets aside $1.5 million in one-time funding to develop more after-school programming at some APS schools."

$1.5M$. That's a fair amount of money.

I went to public schools up until 1963.
I doubt very seriously they had the level of "after-school programming" that APS feels is necessary for 
"teen mental health" and to mitigate substance use, 

Something has gone very wrong, 
when schools need to spend so much, not for education, but to mitigate social problems.
